This is it:
"No dictator, no invader can hold an imprisoned population by force of arms forever. There is no greater power in the universe than the need for freedom. Against that power, governments and tyrants and armies cannot stand.
— J. Michael Straczynski"
Now I've no idea who J.M.S. is and what his credentials are for making such pronouncements, but I suspect his knowledge of history is a little shaky. There are countless examples in the historical record of 'imprisoned populations' if well not forever, then certainly a very long time.
But he's obviously doesn't know that force of arms is not a necessary prerequisite for holding a population 'imprisoned'. He's never heard of Aldous Huxley either which makes me believe he's American.
This is what Huxley wrote in the foreword to Brave New World (2nd edition):
"“A really efficient totalitarian state would be one in which the all-powerful executive of political bosses and their army of managers control a population of slaves who do not have to be coerced, because they love their servitude. To make them love it is the task assigned, in present-day totalitarian states, to ministries of propaganda, news- paper editors and schoolteachers.”
And so it has come to pass.

Joe Michael Straczynski wrote Babylon 5, the quote is from Season 2.
The series is about a diplomatic space station in neutral territory created for humans and aliens to resolve disputes without conflict.
It fails, wars break out. Aided by a powerful and ancient alien race committed to evolution through chaos and war. The Centauri (the ones with the funny hair and the gaudy outfits) occupy the Narn homeworld. The former Narn ambassador gives this speech: I posted it in the context of the war in Ukraine.
Imperialism ALWAYS ends badly.
Our empire was a mistake. The Roman empire was a mistake.
The Ottoman empire was a mistake.
All empires are mistakes.
What work are democracies.

Up to a point, but think of the USA, democracy has made a good job of pushing that downhill.

I'm not sure that the USA is a democracy, it's more of a pick corporate oligarchy for the next 4 years and pick again.
But what has happened in Ukraine is far worse.
How does a Ukrainian vote against being invaded? They join the military and fight, and if they don't get killed, eventually they get to rebuild their war ravaged country.
