It's a no brainer, just decline to pay the fine, your defense you haven't got a mobile phone, if it went to court no judge in the land is going go in favour of the parking companies, or councils, they've basically just shot themselves in the foot, that what happens when you get greedy. Not sure but can councils still send the blood sucking bailiffs in for parking arrears? They can still send the arseholes in to those who do not pay council tax.

That's a good point, well actually it isn't a fine it's a charge, only the courts can issue a fine but yes, excuse my pedantry, I know what you mean. You pose an interesting question. I haven't got a smart phone so I wonder what the outcome would be. I'm sorely tempted to put it to the test.

To be fair you need a solid case to contest a fine, otherwise you end up paying your own court costs and the parking companies or councils on top of the fine so it can end up being costly, but I would still take a chance and contest a parking fine whereby the only means of paying your parking is through a App, because technically you aren't refusing to pay, you can't pay because you haven't got a mobile phone to get the App.
It would be very interesting to see what the courts would say, they can't force people who drive cars to buy a phone, or what if you can't get a signal, or your phone is stolen, it's a grey area, and I will be one of the first to test it out.

They may as well state you will have to pay the full wack if you appeal. Have you any idea how long the appeal bollox takes before it is even considered let alone the length of time they decide when they notify those who have appealed of their fete.
