The UK had (and still has) severe cost of living problems, exacerbated dependency on food banks and high energy costs. The public had a sense that voting never changes anything (it does). Sovereignty in the hands of the EU had alienated voters and left people feeling powerless. Unemployment was high. The gap between rich and poor was (and still is) a gaping chasm. 'The economy is good' means nothing to those at the bottom. Attendance in elections is up. We have new opportunities. CPTPP is on the horizon and worth debating and voting on.
Meanwhile in France seven million people are dependent on food banks. 4.6x the number of people here who are dependent on them.
The EU doesn't work. It's fundamentally flawed.

This is what the Protocol was always designed to do: A 'hands off' warning to the RoW from the EU, the UK is ours.
