Energy companies being allowed to force entry into peoples homes to fit prepayment metres is an absolute disgrace, it's something we expect in China not the UK. And people who are on prepayment meters are the poorest in society so they should be on some sort of a discount not penalised with higher prices than people who pay by direct debit. The government need to sort this out it's an absolute scandal.

Blame Tony Blair then
Semayne’s Case established the principle, often misquoted and abused, that while an Englishman’s home was NOT his castle, for no man can rest therein safe from pursuit from the King, no bailiff had the right to break the seal of a home in pursuit of a Tort (debt).
One of that shitbag Blair’s last deeds before fucking off was to abuse his prime ministerial prerogative to bring in various laws by the back door of statutory instruments and railroad a load more.
One such railroaded bill, brought in under the guise of a bill protecting battered women from violent husbands, actually removed the legal restriction denying bailiffs the means to break into a private residence.

Add to that the fact energy companies are notorious for making horrendous errors, so people who don't in any way deserve to be maltreated, end up being blacklisted by the company, meaning they can't move to another supplier. Even those who cannot afford it, genuinely, will be penalised.
