The mig 31 (according to your figures) can do about half a mile a second at top speed (which looks about right re your video)
However, I doubt the mig can do anything like that at sea level.
So could the object in the photo be a fast flying jet? well.. nobody with a brain is going to groundhug at mach two dodging mountains and i doubt any aircraft is capable of doing those speeds at sea level and i doubt your film was taken above about 6000 ft above sea level
As for superior engineering - humm - a fighter aircraft is a series of compromises and top speed isn't the highest priority
