Here's what really happened:
In the 1950's, at Area 51 (a designated nuclear test site) a then top secret airfield for testing highly classified advanced aircraft (starting with the Lockheed U2) for the CIA opened for test flights.
The location was picked by Clarence Kelly Johnson.
At the site they developed the A-12 as part of project "Oxcart", and from it developed the YF-12, D21 and the SR-71 Mach 3+ capable spy plane.
In the 1970's stealth aircraft were developed there.
Stories of "UFOs" were convenient cover for what really went on there.

On P. 43 I dropped some Helioviewer footage of our Sun showing plasma-streaming being used to create the suspiciously smooth examples of the planets and moons of our terraformed Solar System. Generators require fuel.
Fuel has weight.
Then, an output, electricity turned into propulsion, presumably magnetic.
And as what he's suggesting would produce huge amounts of radiation, a method to shield passengers so as not to kill them.
Shielding would add weight requiring more energy to move it.
