No because the 2022 legislation being a later decision (legally of the Monarch) trumps a 2021 judgement. No you are wrong (never previously heard of legislation being called a decision of the Monarch - Do you think the queen wrote it?), the 22 Act does not deal with obstruction of the highway and the political judgment in Ziegler at Supreme court level is freely available to be used as a defence by any rag tag highly organised anti government lobby group. Legally all our Acts are decisions of the monarch on the advice of her parliament. And I suggest you read again the 2022 legislation because you are plain wrong. As I did explain, it works mostly by modifying previous legislation such as the POA - see for example section 73 - that contain the necessary references to use of Highways. And therefore as 2022 decisions of the monarch have precedence over 2021 court decisions.
