He did 11 years, was let out only to carry out a rape spree get caught and go back inside. They keep letting him out, he keeps reoffending. Despite having been known to the Police, his rape spree in the 1970's lasted 18 months. The fact that he had already done 11 years for murder, should have meant he'd never get out again. Lenient sentences make for bold criminals. We can't hang em, but we can keep the bastards inside for the rest of their lives.

The problem is that "care in the community" has resulted in people who are "criminally insane" ... people with extreme "antisocial personality disorders" being let loose on us. When they are on medication they are often able to modify their behaviour, to become more cunning. If I was a psychiatrist having to decide whether such people should be released I would first take them off the meds for a while to see how they behaved. Another way to "assess" them would be to see how they behave when under the influence of alcohol.
