I will be the first to admit that I haven't driven in years and rely on cabs and trains and buses and most of all, my mobility scooter. But as far as I can see the rules apply mainly to motors over 17 years old and diesels over 8 years old. And by that time most drivers are looking at a new car anyway. So all Mayor Khan had to do was roll the starting date back a year or so and most motors in London would have been ULEZ compliant anyway.
I think the problem is that Saddo can't bear popularity and is only happy when he is being laughed at, chaffed and thrown dirty tomatoes at

Nothing to do with popularity - he needs the money to bail out TFL. Ghengis Khan doesnt want all cars to be ULEZ complaint.. that would be a disaster for the plan.

It's not about emissions or compliance. It's about plugging the holes in TFLs finances.
As soon as every vehicle is compliant they will move the goalposts again.
The already published plans are that every vehicle will pay. Even allegedly zero emissions vehicles.
It is a tax on movement.

ULEZ is already costing many London Residents money without even leaving their house
Plumbers, builders and carpenters feel like they are left with "no choice" but to pass on the cost of the Ultra Low Emission Zone (ULEZ) fee to their customers, leaving homeowners hit with charges without even leaving their homes.
The ULEZ expansion at the end of August, extended the scheme to all 32 London boroughs, meaning thousands of tradesmen who do not work in central London have to pay the traffic charge.
Danny Madden of Madden Builders in London warned his customers of increasing costs: "We've even had instances where we said to clients, when Ulez was starting, that we need to add the charge of £12.50 per day onto jobs. If you've got something done that takes over six weeks then that is a massive increase

If Khan was genuinely concerned about air quality he would have banned older cars, but banning them wouldn't generate £300 million a year in much needed revenue. So Khan says it's OK to drive older cars as long as you pay me £12.50 a day for the privilage. At least Dick Turpin had the decency to wear a mask.

Exactly Dick Turpin made me chuckle I did read in the paper the other day that one man has an older none complaint car which he does not drive often, he travels to work in London via public transport , what he does use his car for is to drive to see friends and relatives that live outside of London, he only lives 100 yards from the M25 so he will now have to pay £12.50P to drive that 100 years, if he comes back home after midnight he will charged again , as will many who work anti social hours if they drive in one day and out again after midnight

You know full well the three main reasons why people raise duplicate threads.
a) shameless attention seeking b) wanting to move attention away from the extant threads where their views were shown as false c) seeking to annoy those that proved them wrong
But there's no rule against it so it will proliferate here and the staff will likely think great higher post counts. But there's also no rule against challenging it either.

Research conducted by the Mayor's own team found the scheme's impact will be “minor” and “negligible”.
It predicts that there will be just 1.3 per cent reduction in the average Londoner's exposure to nitrogen dioxide (NO2).
The data also concluded that the scheme will add just 13 minutes to the life expectancy of a Londoner in 2023.
