A licence system. A licence to sell boats. A record of customers. A licence for boat users. Reason for ownership. All sales to include record of owner and address. All sales to be investigated by the Police of the nation where the boats are being operated out of. Boats owned by suspected smugglers to be confiscated with a do not sell to them notice being put out. Shops who sell to smugglers to be shut down. Private individuals who sell to smugglers to be imprisoned.
Any boats can be destroyed. Engines can be smashed.
The French destroyed Rainbow Warrior in someone else's country! Slashing inflatable boats in your own, so they can't be used, is simple in comparison.
The French have the means but not the motivation.
Other countries could stop the smugglers leaving their countries too. It's not rocket science.

No it isn't rocket science and the facts are in the very obvious interests of safety at sea there are legal requirements for professional boat operators and amateur diving clubs to maintain documentation for tbe boats they legitimately have. At the end of the day one man ought to be able to go buy a rib or a hardboat but when an order is placed for a hundred and none come back for a service ….

Or alternatively, simply withdraw fishing licenses until they sort this out.
Sorry Froggies, but no fishing today.

What if the froggies respond by saying 'Merde to your fish. We're going to withdraw our nuclear power from your grid'. What then?

Forget it, the only thing that works is sending them back to their own country,
For Africans it is the ultimate shame.
In Spain they work under the plastic in the food industry even being beaten yet would still not go back, 'the shame.'
Middle East is harder to deal with due to previous military adventures.

What if the froggies respond by saying 'Merde to your fish. We're going to withdraw our nuclear power from your grid'. What then? We can manage without it. We only use their power to reduce carbon emissions. It just saves us a bit of gas, or coal or biomass burning.

If the froggies pulled the plug tomorrow that's 13% of the UK's generating capacity up the Swanee. A bit of a challenge to make up for that overnight so in the meantime there'll be a bit of pain to endure.

We've given a fortune to the French for them to police their coastline and fight people smuggling and yet, the "migrants" are still flocking in their thousands. Aerial observation would identify many, but sadly there's no will on the part of the French authorities to do what we pay them to do.
