I wasn't really asking what the law says. I was asking what the Reform Party plans to do if the French resist their plans to return boats and migrants to France.
So far the answer appears to be nothing.

Other than to post this again - www.reformparty.uk/the_boats_keep_coming - which shows the Reform party claim they would do a damned sight more than the government have thus far done, or a future Labour government would do, I cant really comment further.

Again your link includes the following:
3) Pick up and take back boats under the existing laws provided in the 1974 International Convention of Safety of Lives at Sea (SOLAS).
As noted above that convention, to which I provided a link earlier, does not contain any reference to picking up and taking back boats.
I suspect the Reform Party is blowing smoke or perhaps simply quoting the wrong convention.

Poland has decided to have a referendum on inward migration and told EU bureaucrats to stay out of it.

You consider the notion that the French might resist Reform's cunning plan to be merely hypothetical?

At some we will need the Navy to return these people home or close to home otherwise it will become unsustainable.
