Well i read through that story and then i looked up some details
At the time of the scam the council was in No Overall Control (how apt) and utterly failed to do its own due diligence.
I don't know how familiar you are with corporate law but a corporate body such as a ltdco or a council is deemed in law to have undertaken its own due diligence in any matter on which it enters a contract and therefore it was IN LAW the duty of the council to take advice on the reality of the claim the power generated by the solar farm was able to be sold for the claimed 61p a unit and not the then average for renewable solar power of 41p
As such while the BBC and others may try to call Mr Kavagnah ? a scammer he is in fact an entrepreneur of some courage and daring who has quite legally contracted with a council to take their money and create a solar panel array of some small worth and collect rather more than that for it. It is nit this entrepreneurs fault that the council contract project manager is such an unbelievably incompetent twat.
Im just jealous i couldn’t pull such a stunt myself.
