Duggan was armed. This 17 year old wasn't. Duggan was believed to have been armed. But it's the subsequent riots I was comparing.

The IPCC announced that the 9mm gun associated with the scene of the killing had been found 10–14 feet away, on the other side of a fence. Duggan's fingerprints were found on a cardboard box, which appeared to have contained the gun when he collected it from Kevin Hutchinson-Foster, 15 minutes before he was shot.
The sock, with the gun inside, was found out of this box as much as 20 feet (6.1 m) away from where Duggan was shot. Neither his DNA nor fingerprints were found on the sock which wrapped the gun, nor on the weapon itself. Additional tests found no gunshot residue on Duggan.
In March 2019, Duggan's family brought a civil claim against the Metropolitan Police. The claim was settled in October 2019. The terms of the settlement were confidential. The Metropolitan Police did not admit liability for Duggan's death...

The French police do not fuck about. And they don't apologise for it.
I wish that ours were more like theirs.
All they had to do was use a stinger. It wasn't like this prat was armed like Mark Duggan or Yassar Yaqub were.
Sure, he was a dick for trying to drive off, instead of doing as requested, but the French rozzers overreacted big time.
The two Officers involved in the stop were Motorcycle Traffic Cops , they would not be able to carry a Stinger too large too heavy and in order to deploy one means you have to be well in front of the vehicle refusing to stop to thrown it in its path which can be very dangerous in itself By law French police are allowed to shoot in five instances following a 2017 change in the law. That includes when the driver or occupants of a vehicle ignore an order to stop and are deemed to pose a risk to the officer's life or physical safety, or other people's. The Officer that did open fire have been charged , so far Crowed Funding to pay for the Officers defence has reach £600,000
