Russian Subs operate in waters close to the Shetlands and the Scottish mainland, off the coast of England and Ireland even the English Channel, so yes it could be the Russians

Sturgeon wants to rid Scotland of nuclear weapons, so they best get their handbags ready if they come under attack.

There was an RAF radar facility reinforcing the UK’s ability to track unidentified military or civilian aircraft planned for Shetland in 2018 — was it ever built...?

What about a fishing accident? Possibly. The cables are far too deep for any diver to reach. Cables can be lifted, cut, repaired, and parts even stolen by surface vessels. It’s rumoured that it wasn’t unknown for the Japanese to literally lift US and UK made repeaters along international cable routes to copy the technology. No doubt untrue. But it’s possible the Russians have caught up — though their technical abilities and warfare technology does seem to be less than’s been feared for decades. Or it could just be fishing — it’s not unknown…

If it comes to light, in whatever way, that the Russians did it, thats an act of war.
